Can a Computer Pass the Turing Test?

Back in 2008 a computer almost convinced a panel of judges that it was more human then the other real human competitors in the annual Turing Test showdown called the Loebner Prize. The test involved humans and computers chatting via a terminal connection with a human judge. It raises some interesting questions about the nature of human intelligence, and how special is it if it can be imitated by machines?
IBM's Watson computer is competing this year in the game show "Jeopardy", and is doing a good job so far of giving the human champion a run for his money. But does that mean that Watson is smarter then one of the smartest humans? Or is it just cleverly programmed with unfair data-storage and processor speed advantages?
